Many of the features are quite similar and your selection just depends on what type of software you use in class or are most comfortable with.

Google Docs (Forms)

Hot Potatoes is free software that you can use to create a variety of online activities (multiple-choice, short-answer, jumbled-sentence, crossword, matching/ordering, fill-in-the gap) for students. You can download it free from the Internet.
